The intervention or program has demonstrated effectiveness either through one well-conducted study OR evaluation in a real-world setting with objective documentation of benefit to individuals or communities. These interventions might need further study to demonstrate application to multiple settings or more experience to document the elements needed for implementation fidelity.
In 2016 the Pennsylvania Department of Drug and Alcohol Programs required all county addiction authorities to develop a warm hand-off plan for individuals treated for opioid overdose in a hospital or emergency department. This document is the official “warm hand-off care map” or care algorithm for the program.
A brief overview of the Moyer Foundation’s Camp Mariposa, a national addiction prevention and mentoring program for youth who have been impacted by substance misuse in their families. Launched in 2007 in Seattle, Camp Mariposa now operates in more than 12 locations across the country, providing services to children ages 9 to 12. A brief overview of the Sobriety Treatment and Recovery Teams (START) model for serving families with active child protective services (CPS) cases and parental substance misuse. The START model pairs a CPS caseworker with a family mentor who has lived experience with recovery and CPS system and the 2 engage the family in a sustained strengths based approach. START teams have limited case loads of 12 to 15 families. Research has shown that families who receive START services as opposed to usual care in the CPS system were more likely to achieve abstinence, children were less likely to be placed in state custody, and the state saves money in foster care costs. A brief overview of Pennsylvania’s program to implement warm hand-off’s to treatment for individuals seen in hospitals and emergency departments for addiction related issues. An overview of the Moms and Babies program at the Decatur Correctional Center in Illinois which allows incarcerated women to keep their babies with them for the early development stages and provides the women with parenting education and support. The women are also provided with post-release community reentry services. Women participating in the program have significantly lower rates of recidivism. A brief overview of the Kenton County, Kentucky Detention Center’s Substance Abuse Program (SAP) which provides substance use disorder (SUD) treatment and connections to after care for residents of the facility. A 2016 evaluation of SAP programs statewide found participants were highly satisfied with the program and it was associated with reduced recidivism, positive outcomes for participants such as stable housing and employment, and reduced costs for the state. A brief overview of the emergency department (ED) based induction to buprenorphine program initiated at Yale New Haven Hospital. This report describes a randomized controlled trial that provided patients with opioid use disorder seen in the emergency room with either a substance use disorder screening and referral to treatment, a screening and brief intervention with facilitated referral to treatment, or induction to buprenorphine medicated assisted treatment and a referral to follow up treatment. Those patients offered buprenorphine were significantly more likely to be engaged in treatment 30 days later than the other patients. This model has subsequently been adopted in EDs across the country.
